The story itself takes what should be interesting lore and makes it dull and shallow, and then fails to explore it enough to make it matter either way. The open world is entirely unpopulated and uninteresting.
This is made all the worse by the protagonist’s penchant for cursing profanity done well is priceless ambiance but here it just serves to illuminate the mediocrity of the entire affair.
